I've had a mixture of jumping pictures and sticking pictures in the past with litle rhyme or reason, but usually with persistence and making sure I put them in the right space on the right they have worked thank goodness!

I tried every trick in the book but to no avail. I first uploaded the pictures. Then created album. Then tried to Edit Album. That's where the screen shows y pictures on left and the empty album on right. I drag the picture into the album ...
I made an album and dragged in images and it seemed to work fine. I can tell you that you have to wait a few seconds between each drag or it won't take it. The thumbnail just moves right back. Maybe you were too fast for it. Let me know!
